Layer the Turkey: Arrange the deli turkey slices in a single, slightly overlapping layer to completely cover the surface of the rolled cream cheese.
Invert the Layers: Place a fresh sheet of parchment paper or plastic wrap over the turkey slices. Supporting both layers firmly, carefully flip the entire assembly over. Gently peel off the sheet of parchment paper or plastic wrap that is now on top (this was originally beneath the cream cheese).
Season the Cream Cheese: Evenly distribute the garlic powder, dried dill, and freshly ground black pepper over the exposed surface of the cream cheese.
Add Toppings: Scatter the shredded cheddar cheese, pre-cooked bacon crumbles, and finely chopped fresh chives uniformly over the seasoned cream cheese.
Roll the Whirls: Starting from one of the longer edges of the rectangle, tightly and carefully roll the layered preparation into a cylindrical log. Ensure the turkey remains on the exterior of the roll.
